EM 13c: Enterprise Manager 13c Cloud Control nmresponse.py Java Process Consumes High CPU and the Response Metric for weblogic_nodemanager Target Times Out

Symptoms
Enterprise Manager (EM) 13.2 Cloud Control system
The nmresponse.py process is spawned once per minute, by default, in EM 13.2, normally consuming high CPU for about 30 seconds.
Also, the Response Metric for the weblogic_nodemanager target is timing out. The process may appear like this:
