Symptoms
Upgrading the Enterprise Manager 12.1.0.4 Cloud Control OMS to version 13.1 fails during BI Publisher Schema Configuration, with the following logged error (<OMS Oracle Home>/cfgtoollogs/bip/emBIPLATFORM.log):
