Oracle Virtual Server (OVS) Targets in Enterprise Manager Cloud Control do not Reflect Correct CPU Usage (%) Metric Values (Doc ID 2237554.1)

Symptoms

The CPU Usage (%) Metric for the OVM Server targets are showing very low (near 0) utilization in Enterprise Manager (EM) 13c Cloud Control.

However, using the Linux 'top' command on the OVM Server, a higher load is revealed than what EM 13c is reporting.

High CPU Loads are evident on the hosted OVM guests, so it is not possible that the OVM Servers are running near 0 utilization under those conditions.

Selecting the 'Table View' link shows the actual values collected, which are still incorrect and < 1.0:
