EM13c: Missing Dropdown Buttons, Target Name, Status Icon On Target Database Homepage (Doc ID 2251602.1)

Symptoms

Target Database homepage doesn't display any information, including the actual target name, the various drop-down buttons or the target status icon. Version, Up Time and Last Backup are marked as "N/A". Web browser navigation from this page might become unresponsive as well. In most cases a small white square is displayed on the upper left side corner of the page.

The homepage of an affected target Database looks similar to the following:
