Symptoms

OPatch is upgraded from 13.9.1.0.0 to 13.9.1.3.0 in the Enterprise Manager 13c Cloud Control OMS Oracle Home with this command (note the -silent option):

<OMS Oracle Home>/oracle_common/jdk/bin/java -jar <Patch_Top_Dir>/6880880/opatch_generic.jar -silent oracle_home=<OMS Oracle Home>

The "opatch lsinventory" and "omspatcher lspatches" commands fail with this session responses:
