Target Database or Enterprise Manager Repository Database Create Several TNS-12599 Errors in alert.log File

Symptoms
Monitoring a version 12.2 onward Oracle Database target in Enterprise Manager 13c Cloud Control, or using the 12.2 onward Oracle Database for an EM 13c repository, generates TNS-12599 errors in the database alert.log.
For a repository database, many TNS-12599 entries can always be found in the alert.log.
For a target database, when the "Test Connection" button is pressed in the Monitoring Configuration page in EM 13c, TNS-12599 can be found in alert.log.
