Symptoms

Upgrading Enterprise Manager (EM) Cloud Control from 12.1.0.5 to 13.2 fails in the Repository Configuration step.
Configuring the software-only installation of EM 13.2 with ConfigureGC.sh script shows the status bar achieving 38% and then errors out with the following error message:
