EM 13c: Enterprise Manager 13c Cloud Control Agent Deployment Fails with Error: plugins.txt not found (Doc ID 2276384.1)

Enterprise Manager (EM) 13c Cloud Control Agent deployment fail with the error:

The error message, failure occurs during EM Agent configuration. Checking the configuration logs shows the error:

Inside if , is empty
/home/oemadmin/product/agent13c/ADATMP_2017-06-11_03-48-47-AM/plugins.txt not found. The Management Agent installation failed. The plug-in oracle.sysman.oh may not be present in the Management Agent software. Ensure that the Management Agent software has the oracle.sysman.oh monitoring and discovery plug-in.

 

2) Extracting the agent (emcli get_agentimage) for Silent Agent installation fails with the error:
