EM 12c : 12.2 ASM / Database /Grid Infrastructure Targets are Shown as Down in the Console UI

Enterprise Manager for Oracle Database - Version 12.1.0.7.0 to 12.1.0.8.0 [Release 12.1]Information in this document applies to any platform.
Symptoms
Able to add 12.2 database successfully in 12.1.0.4 (or below) Enterprise Manager. Doing a test connection from the monitoring configuration page also works fine.
Once the database discovery is completed the database is shown as down from Enterprise Manager.
Issuing following command to validate the response metric shows:
emctl getmetric agent db122,oracle_database,Response
