Symptoms
A domain target owner may be changed with emcli from Enterprise Manager (EM) 13.2 Cloud Control.
The emcli session synchronizes successfully, but the emcli command falis:
$ emcli sync
Synchronized successfully
$ emcli change_target_owner -target="/TestDomain_TEST/TEST/server1:host" -owner="SYSMAN" -new_owner="REPORT"
Error: Insufficient privilege to change target owner.
