Symptoms
Enterprise Manager 13.2 Cloud Control in offline mode
Patch plan for a 12.1.0.2 single instance database (SIDB)
Creation of a target database patch plan using Patch 25433352 in Enterprise Manager 13.2 Cloud Control fails with the following error:
Bundle Patch cannot be applied on Oracle Database.
It renders the plan as non-deployable.
