EM 12c: Cloned Enterprise Manager 12c Cloud Control Agent Fails Job Execution with Error: ERROR: NMO not setuid-root (Unix-only)

Symptoms
This is a post-cloning issue. The cloned Enterprise Manager (EM) 12.1.0.5.0 Cloud Control Agent is running, but is not able to process any jobs.
The entire EM 12.1.0.5.0 Cloud Control Agent Oracle Home directory was lost and recovered via a clone operation.
On attempting any job execution, the newly cloned Agent appears to be functional with the exception of the message;
ERROR: NMO not setuid-root (Unix-only)
