EM 13C: Enterprise Manager 22.214.171.124 Upgraded to 126.96.36.199.0 Fails to show most of the Metrics for Database and HAS Targets

Enterprise Manager (EM) Cloud Control upgraded from 184.108.40.206 to 220.127.116.11.0 shows that most of the metrics are missing for some database and HAS targets:
- Database and HAS targets created either before or after EM upgrade from 18.104.22.168 to 22.214.171.124 that are monitored by a 126.96.36.199 agent are missing most of their metrics.
- Database and HAS targets created either before or after EM upgrade from 188.8.131.52 to 184.108.40.206 that are monitored by a 220.127.116.11 agent have all the expected metrics.
