Symptoms

All Enterprise Manager 12.1.0.4 Cloud Control Agents are being upgraded to version 13.2.0.0.0. This issue concerns Windows based Agents. Using the Agent Upgrade wizard, the process fails in the upgrade Agent step with the message:
