FMWC Console Very Slow to Login and Navigate Pages (Doc ID 2322651.1)

Symptoms

Logging in to FMWC Console is slow as is navigating the different pages in the FMW OSB Domain.
Requests for pages of underlying components can timeout.
Stack traces may show the Admin Server is waiting for weblogic.rjvm.ResponseImpl.waitForData() however no other errors are found.
When a response is given, the Console shows many deployments are down when they are not.

The steps to reproduce the issue are:
1. Attempt to login to the console. It can take up to 20 minutes regardless of whether the first login or subsequent logins
2. Some targets are often reported as down even when they are up.
