EM 13c: Enterprise Manager 13c Cloud Control DB Alert Log Metric Fails to Report Logged ORA- Errors for 12.2 ,18c and higher database versions

Symptoms
Enterprise Manager (EM) 13.2 Cloud Control does not report logged ORA errors with the Alert Log Monitor metric.
ORA- errors are not detected with the 12.2.0.1 database target.
ORA- errors are detected with the 12.1.0.2 database target with same settings.
Generate ORA- errors to test the symptom, for example:
exec dbms_system.ksdwrt(2, 'ORA-00100');
The ORA-00100 error is logged, but is not found in the file monitoring metric.
