Symptoms

Enterprise Manager Cloud Control 13c

Pages in EM fail to save or display characters with accents, diacritics, or other special characters, and instead the character appears as a Unicode Replacement Character (�) which may appear as a black diamond with a question mark or an empty square, depending on OS, browser, and font.

The page may have displayed correctly in 12c versions of Enterprise Manager
