EM12c, EM13c : Targets Stuck in Running State during the Synchronization of Admin Groups (Doc ID 2336805.1)

Symptoms

In Enterprise Manager (EM) Cloud Control. Trying to create performing the Monitoring Templates Synchronization of Admin Groups.
The targets are struck in Running Targets list.

Clicking on the Running Targets lists the Synchronization Status of all those targets struck in that Running Status with the timestamp when it got initiated.

Trying to perform a simple OS Command job for the agent monitoring these targets fails with "Agent is not ready - Suspended".

Agent Home page had the error 'ERROR: NMO Not Setuid-root (Unix-only)'
