EM 12c, 13c: Database Discovery Results in Enterprise Manager Cloud Control Shows: No data to display (Doc ID 2348100.1)

Symptoms

Discovering a database target in Enterprise Manager (EM) 12.1.0.5 Cloud Control by using the Add Targets Manually feature, shows No data to display in the Database Discovery Results, even though the database works normally.

This result is preventing the addition of this target for monitoring and management in EM 12c.
