EM 13c: Patch Upload to Software Library Using EMCLI Fails with Message: Error #80104: Cannot find the patch metadata from the specified files

Symptoms
Uploading a patch to software library using EMCLI command fails with the following error:
$ emcli upload_patches -patch_files="/u01/app/p27010872_121020_Linux-x86-64.zip" -from_host=<host name>
or
$ emcli upload_patches -patch_files="/opt/app/p30805421_121020_Linux-x86-64.zip;/opt/app/p30805421_121020_American English_M.xml" -from_host=<hostname>
Error #80104: Cannot find the patch metadata from the specified files.
Cause: The patch metadata file path is not specified as the first path in the value of the "-patch_files" option and also cannot be found inside of each specified patch file.
Action: Specify the patch metadata file path as the first path of the value of the "-patch_files" option or ensure that the patch metadata file is embedded in one of the patch zip files.
