Subsequent Logins to Enterprise Manager Fusion Middleware Control Fails after First Successful Login

Login to Enterprise Manager Fusion Middleware Control(fmwc) is successful only on the first login after Adminserver restart. All subsequent logins fail with error:
"Connection failure: Error when contacting the server, make sure that the connection information to the Web logic and the credentials are correct".
After restarting AdminServer, able to login to fmwc on the first attempt, but subsequent logins fails with error again.
WLS ATN/ATZ debug shows fmwc login was successful.
