EM12c: Database Discovery (From Certain Windows Servers) Never Succeeds (Doc ID 2376290.1)

Symptoms

Recently added 2 new Windows (2012) Servers, both running Oracle 12.1.0.2 Databases, to Oracle
Enterprise Manager (EM) Cloud Control 12cR5.  The EM Agents installed fine on both nodes and both Hosts were discovered.  However, the Database Discovery worked fine on one Host while on the other it never finished. 
The Status just stays in Pending. Uninstalling and re-installing the Agent had no affect. 

The following command times out after 300 seconds (5 minutes) whereas on the other Host, it is returning in a matter of seconds:
