Symptoms

In a newly installed EM 13c setup, following targets are in Availability Evaluation Error:

EM Jobs services
<oms_hostname>:4889_Management_Service
<oms_hostname>:4889_Management_Service_CONSOLE
<oms_hostname>:4889_Management_Service_PBS

-  From the agent monitoring this OMS, below command returned no targets:
