EM13c: EMCLI shows "The command name "create_job" is not a recognized command." (Doc ID 2422939.1)

Symptoms

EM13c

Trying to use emcli to execute "create_job" verb and receive an error that create_job is not a recognized command:

./emcli create_job -input_file=property_file:"/oracle/deploy/test.job"
Error: The command name "create_job" is not a recognized command.
Run the "help" command for a list of recognized commands.
You may also need to run the "sync" command to synchronize with the current OMS.

The emcli sync command is executed and successful.

emcli status shows:
