In some cases, database targets can get many sessions per user from the DBSNMP (monitor) user and that can cause performance issues on the database target server. This is a known issue that is documented in Doc ID 1559045.1.

If a patch cannot be applied, you can create a profile on the database which limits the sessions_per_user. Then assign the DBSNMP account to this profile.
