EM13c : RAC instances missing in OEM 13c discovery

Symptoms
In Enterprise Manager (EM) Cloud Control, when attempting to discover a Cluster is not listing any targets. Its saying no cluster was found on this host.
Error stack observed from agent logs:
INFO - Starting computation of the target dynamic properties
ERROR - The target is fully broken (code=0x80) for the following reason: Dynamic properties calculation timeout (in 'OsHostDynProps')
ERROR - Dynamic property execution timeout
ERROR - The target is fully broken (code=0x80) for the following reason: Dynamic properties calculation timeout (in 'OsHostDynProps')
ERROR - Dynamic property execution timeout
Executing the Dynamic Properties manually for this Host fails:
$ emctl reload agent dynamicproperties <Hostname>:host
