EM 13c: Enterprise Manager 13c Cloud Control Plugins Page is Empty for SYSMAN User (Doc ID 2475032.1)

Symptoms

Enterprise Manager (EM) Cloud Control has bee upgraded from 12c to 13e.
Access to Setup > Extensibility > Plugins, in the console, now returns an empty page.

This behavior is observed only for the SYSMAN user while the other Super Administrators are able to access the page.
