13c: Plugins Page Is Empty For SYSMAN User (Doc ID 2475032.1)

After upgrading OEM from 12c to OEM 13c, accessing Setup > Extensibility > Plugins, on the console, returns an empty page.

This behavior is observed only for SYSMAN user while the other Super Administrators are able to access the page.
