Symptoms

Deleting an Exadata VM cluster from Enterprise Manager Cloud Control using Targets-->Exadata-->DB Machine Name-->Provisioning-->Delete Cluster option will fail with:

Constructing allTargetHosts TargetList 
Set Target Name to: <HOSTNAME>
Set Target Type to: host 
Validating the Credential against  <HOSTNAME>
Select a target that has already been promoted to managed target status in 
Enterprise Manager. Named Credentials cannot be tested against an unmanaged 
target. <HOSTNAME>:host 
ExpressionEvaluationException: Below error message was returned while 
executing this Computational step.

oracle.sysman.emSDK.core.sec.credstore.EMCredentialException: Select a target
