EM 12c, EM 13c: Enterprise Manager Cloud Control Reports Incorrect CPU Utilization Value for Windows Host (Doc ID 2491704.1)

Microsoft Windows x64 (64-bit) - Version: 2008 R2

Enterprise Manager (EM) 12.1.0.5 Cloud Control shows wrong cpu utilization value for Windows host.

Navigate: Targets > All Targets > Host > Monitoring > All Metrics > Load -> CPU Utilization (%)

The metric shows 100% sometimes even though the host is actually experiencing a low cpu load.
