EM12c, 13c : Database is actually UP, but shown DOWN in EM Console (Doc ID 2500339.1)

In Enterprise Manager (EM) Cloud Console, the database target is shown DOWN though the database is actually up.

Verifying the database response metric gives ORA-28000 error:
