EM 13c: Connection to the Target Database Fails with Error "IO Error: The Network Adapter could not establish connection" (Doc ID 2502523.1)

From EM Console, Connecting to the Target database by OMS fails with the following error:

Example:

Database target > Performance > Top Activity

Enter the Credentials and click on Login. This gives the error: "IO Error: The Network Adapter could not establish connection"

Database target status shows as UP and the "Test Connection" works always from "Monitoring Configuration" page.
