Symptoms

Enterprise Manager (EM) 13.2 Cloud Control installation fails at Repository Configuration with the following error logged in

<OMS ORACLE_HOME>/cfgtoollogs/cfgfw/oracle.sysman.top.oms_<TIMESTAMP>.log:

FATAL Configuration Exceptions
create connection exception
java.sql.SQLException: java.sql.SQLException: ORA-01035: ORACLE ONLY AVAILABLE TO USERS WITH RESTRICTED SESSION PRIVILEGE

The Connect Descriptor was (DESCRIPTION=(ADDRESS_LIST=(ADDRESS=(PROTOCOL=TCP)(HOST=<HOSTNAME>)(PORT=<PORT>)))(CONNECT_DATA=(SERVICE_NAME=<SERVICE_NAME>)))
