EM 12c, 13c: JVMD Agent Deployment fails at Step: Recreate the EAR file (Doc ID 2504230.1)

Symptoms

JVMD agent deployment to WebLogic Server using Enterprise Manager 12c or 13c fails at the Recreate the EAR file step:
