Symptoms

On : OEM 13.2.0.0.0 version, Database Cloning

When attempting to clone a target database on different server the following error occurs.

starting media recovery
media recovery failed
RMAN-00571: ===========================================================
RMAN-00569: =============== ERROR MESSAGE STACK FOLLOWS ===============
RMAN-00571: ===========================================================
RMAN-03002: failure of recover command at 03/06/2019 14:50:58
ORA-00283: recovery session canceled due to errors
RMAN-11003: failure during parse/execution of SQL statement: alter database recover if needed
start until time '2019/01/01 01:00:00' using backup controlfile
ORA-00283: recovery session canceled due to errors
ORA-38760: This database instance failed to turn on flashback database

Source database has Flashback on.

STEPS

The issue can be reproduced at will with the following steps:
1. provisioning -> Clone database
