EM 13c: After Blackout, Targets in Status Pending though Host is being Monitored Successfully (Doc ID 2520127.1)

Symptoms

After blackout removed, some Targets still showing as "Status Pending".

The host where the target resides is NOT in blackout and shows as UP and being monitored.

Blackout was created/started and stopped in the EM Console
