EM 13c: Test Connection to Target DB from Enterprise Manager 13c Cloud Control Fails with error: Server or client wallet has not set properly or Connection Protocol is wrong (Doc ID 2524991.1)

Symptoms

An Enterprise Manager (EM) 13.2 Cloud Control Target Database is configured for Monitoring over TCPS with this proicedure:

   <Note 2407497.1> Configure Secured Communication (TCPS) Access to Target Database from EM

The Monitoring Configuration of the target 12.2 database was updated in EM 13.2:

- Connection Protocol was changed to TCPS
- 2 way SSL( Client Authentication set to TRUE) was enabled


Testing Connection results in the following error in a pop-up window:
