EM 12c, 13c: Listener Target Status Down with Error "TNS-12545: Connect Failed Because Target Host Or Object Does Not Exist" (Doc ID 2542386.1)

Symptoms

After adding a listener target manually, the status of it is down and the Response metric is showing the following error:

TNS-12545: Connect failed because target host or object does not exist

Collecting the metric at the EM agent level is showing the same error:

emctl getmetric agent <listener-name>,oracle_listener,Response
