EM 12c, 13c: 'emcli list -resource=RoleGrantsToRoles' returns incorrect values for GRANTED_ROLE

Symptoms
The Enterprise Manager (EM) 13c Cloud Control .
When an EM Role has been granted to another role, command 'emcli list -resource=RoleGrantsToRoles' displays all the default roles as assigned to ROLENAME.
a) Below command is used to list roles available currently in OEM.
d) If we check the role TESTROLE on console, we can see only one role granted TESTROLE1, but emcli command above still lists default ones.
