Symptoms
In Enterprise Manager (EM) 12C, 13C, Trying to run "opatch prereq CheckActiveFilesAndExecutables -phBaseDir" fails with error,
<OMS_HOME>\OPatch\opatch prereq CheckActiveFilesAndExecutables -phBaseDir <patchlocation>/<patchtoplocation>
