EM13c ASM Target Showing Incorrect Disk Group State when FLEX ASM is used

Symptoms
In a FLEX ASM environment, the diskgroups are incorrectly shown as DISMOUNTED. Also, the underlying metric is showing them down:
emctl getmetric agent "+ASM2_<HOSTNAME1>.<DOMAIN_NAME>",osm_instance,DiskGroup_Status

However, the diskgroups are working fine on the designated nodes in a FLEX ASM environment:
[user@<HOSTNAME1> ~]$ crsctl status resource -w "TYPE = ora.diskgroup.type"
NAME=ora.<DB_NAME_1>.dg
TYPE=ora.diskgroup.type
TARGET=ONLINE , ONLINE , ONLINE ,
OFFLINE
STATE=ONLINE on <HOSTNAME1>, ONLINE on <HOSTNAME2>, ONLINE on <HOSTNAME3>, OFFLINE
This is because the ASM is actually running on 3 out of the 4 nodes (which is a normal behavior in a FLEX ASM setup).
