Symptoms

Migrate Listener step failed with the below errors while patching 12.1.0.2 DB using fleet maintenance:

Final command line to execute is $PERL_HOME/perl "/tmp/JOB_8E92BFCD77E6096FE0536E17290A91C2/configListener.pl" -srcOracleHomeLoc="<DB_HOME>/12102" -newOracleHomeLoc="<DB_HOME>/12102_NEW" -tnsAdminLoc="<tnsAdminLoc>" -newTnsAdminLoc="<tnsAdminLoc>" -listenerName="LISTENER" -switchbackMode="false" -oldListenerName="<LISTENER_XXXXX>" -migrateLsnr="true" -dbSIDs="<SID>"

The output of the directive is:
ORACLE_HOME set to <DB_HOME>/12102_NEW
TNS_ADMIN set to <tnsAdminLoc>
Now starting the listener LISTENER from Oracle Home <DB_HOME>/12102_NEW
Now running command <DB_HOME>/12102_NEW/bin/lsnrctl start LISTENER
