EM13c : Drift comparison results not refreshed after target configuration changes

Symptoms
In Enterprise Manager (EM) Cloud Control, Trying to Create Drift Definition and compare the DB Initialization Parameters, the drift results are not correct.
Gets wrong data from the Drift Report which is impacting the reporting of the databases.
For Example:
One of the database "Global Name" parameter is set to TRUE however in drift report it displays as False.
But the same reports correctly when we perform the One-Time Comparison:
Go to Enterprise -> Configuration -> Comparison & Drift Management
Create a "One-Time Comparison" between the reference target and the target that is showing the inconsistency.
Check for the result of the one-time comparison and they are accurate and are not reporting false drift for the "shared_servers" parameter.
