EM13c: Changing MGMT_VIEW User's Password Results in "Error Occurred" message

emctl config oms -change_view_user_pwd

Error occurred. Check the log ../gc_inst1/em/EMGC_OMS1/sysman/log/secure.log

The secure.log file contains an error like:
