Creating Standby Database Failing In Step 'Destination Preparation' On Windows (Doc ID 2586545.1)

Symptoms

Creating standby DB via EM console fails during destination preparation step. The output log for that step displays "The command completed successfully".

 

The issue seen on the newly created standby DB is that the database windows service is down and will not start up "ERROR 1069 : The service did not start due to logon failure" If reenter the password for windows db service, then the database windows service will startup successfully.
