Privileges Granted at PDB Target Level for Performance Monitoring are Not Working, Error Received: Insufficient Privilege (Doc ID 2590834.1)

Symptoms

After granting the EM "View Database Performance" privilege group to an Administrator for a pluggable database target (PDB), the privilege does not work.

For example, trying to generate an AWR report with the EM user will fail with:

Insufficient Privilege
  User xxxx does not have sufficient privileges to perform the operation.
  Operation: Access to Enterprise Manager management Page
  Required Privilege: View Database AWR Reports
  Contact Enterprise Manager Administrator to get the privileges required to perform the operation.
