Enterprise Manager (EM) Installation 13c is failing at OMS Configuration step,

The action configuration is performing

Check the log files of the OMS Configuration Assistant at: <OMS_HOME>/cfgtoollogs/omsca

 

The plug-in OMS Configuration has failed its perform method
