Exalogic 2.0.6: Unable To Register OVM Manager 3.4.4 In OEM 13.2.3 (Doc ID 2601692.1)

Symptoms

Following Oracle Doc: "Enterprise Manager (13.2) Cloud Control Managing and Monitoring an Oracle Exalogic Elastic Cloud Machine"
[ https://docs.oracle.com/cd/E73210_01/EMEXL/toc.htm ], after pushing the EM 13.2 Agent (w/EM 13.2.3 SI & VT Plugins) to the
Exalogic Control Node (and applying all the recommended EM Bundle Patches), when trying to Register the OVM Manager with the
OEM Console, the job is failing with "Error connecting to OVM Manager".
