13c: Cloning a Windows Database is Failing with: Error in [DGFileTransfer:executeCommand] (Doc ID 2616936.1)

Symptoms

Trying to clone a 12.2 from one Windows server to the other will fail on step "Transfer Initialization Files" with:

Source Target: <Source Database>:oracle_database
Destination Target: <destination host>:host
Source File: c:\oracle\product\12.2.0\dbhome_1\database\<SID>_212\init<SID1>.ora
Destination File: c:\oracle\product\12.2.0\dbhome_1\database\init<SID2>.ora
Source Target Credential Guid: 82F2D1B348B51151E053800A000A5832 and Cred Name: <Cred name>
Destination Target Credential Guid: 82F2D1B348B21151E053800A000A5832 and Cred Name: <Cred name>
Source Host Target: <Source host>
Destination Host Target: <Destination host>

Checking the gc_inst/em/EMGC_OMS1/sysman/log/emoms.trc file, it will contain this error:

[RJob Step 298363] ERROR util.DGFileTransfer logp.251 - Error in [DGFileTransfer:executeCommand]
java.lang.NullPointerException
  at oracle.sysman.db.dg.util.DGFileTransfer.executeCommand(DGFileTransfer.java:304
