OEM Agent Not Upgradable due to Oracle Home Property Missing (Doc ID 2622930.1)

Symptoms

Cannot Upgrade Linux 64-bit Agent "<AGENT_HOSTNAME>:<PORT>" from 13.1 to 13.3  as the Agent is listed under "Not Upgradable" due to "Oracle Home Property Missing"

- Tried running the Oracle Home Collections manually as below:

$ emctl control agent runcollection agent13c1_<AGENT_HOSTNAME>:oracle_home oracle_home_config
Oracle Enterprise Manager Cloud Control 13c Release 1
