Symptoms

In Enterprise Manager Cloud Control 13c UI, on Management Pack Access page the Tuning pack is enabled on all databases even if they have parameter control_management_pack_access set to "DIAGNOSTIC".
Changing the parameter control_management_pack_access to "NONE" and back to "DIAGNOSTIC" using Enterprise Manager Cloud Control UI (edited using pencil button from Management Pack Access page). The tuning pack is disabled after these steps and licensed pages in Cloud Control are not available on the menu for the targets.
